On February 23, 2016, the House Bill 941 was enacted into law. Now known as Act 7, the new law has established some much-needed reforms to Pennsylvania racing. The Bureau of Thoroughbred Horse Racing has been established as a departmental administrative commission.  

The State Horse Racing Commission actively participates in all regional regulatory activities, offering reciprocity to all racing jurisdictions. Participation with the Racing Commissioners International (RCI) affords opportunities to interact with every racing jurisdiction in the North America.
