On February 23, 2016, House Bill 941 was enacted into law. Now known as Act 7, the new law has established some much-needed reforms to Pennsylvania racing. The Bureau of Standardbred Horse Racing has been established as a departmental administrative commission within the Department of Agriculture.

Through the Racing Commissioners International (RCI) the Pennsylvania Harness Racing Commission participates in all matters of regulatory importance throughout the United States and Canada. The State Horse Racing Commission has regulatory responsibility for protecting and maintaining the Integrity of Standardbred Racing in the Commonwealth of Pennsylvania
