Brook Duer

Brook Duer was appointed Chief Counsel to the Department of Agriculture in March 2015.  This is his second term as Chief Counsel to the Department of Agriculture, having served in that capacity from June 2007 through March 2011.  From March 2011 to March 2015, Brook was an Assistant Counsel with the Department of Agriculture, as well as serving as Acting Director of Administrative Services for the Department of Agriculture from May 2011 through October 2012.

Prior to joining the Commonwealth in 2007, Brook was engaged in the private practice of law from 1989 through 2007 in Lancaster County, PA, as well as being elected Lancaster City Treasurer in 2005.  His private practice concentrated in trial work and civil litigation, including representation of individuals, insurance companies and construction companies in all manner of tort and construction claims, as well as general legal representation of agricultural producers and agri-businesses.

He received his undergraduate degree from Indiana University of Pennsylvania in 1985, his law degree from the University of Pittsburgh in 1989 and served a judicial clerkship for President Judge D. Richard Eckman of the Lancaster County Court of Common Pleas in 1989-1990.
