On January 9, 2013, the United States Department of Agriculture promulgated a final rule regarding Animal Disease Traceability (ADT). With the institution of this final rule, there are new guidelines regarding identification and record keeping for livestock moving across state lines. These guidelines require animals that are bound for Pennsylvania, but lack official identification and have no certificate of veterinary inspection, to be transported with an owner-shipper statement (consistent with 9 CFR Parts 71, 77, 78) to a Pennsylvania official approved tagging site for proper identification.
