The GAP (Good Agricultural Practices) and GHP (Good Handling Practices) Program provides direct financial support through cost sharing of applicable certification fees to producers and processors who successfully complete a USDA GAP or GHP audit. The cost share program is designed to help defray some of the costs related to a successful audit. Any business or individual located in Pennsylvania that successfully completes one initial USDA (GAP) or (GHP) audit is eligible to apply.
Requests for Fruit and Vegetable Grading Services and GAP/GHP Audits
Companies making requests for grading and audit services must be current on all invoices from past services. By completing a request for service, the applicant is agreeing to submit payment for the rendered service at least 90 days from the date of invoice. The following forms listed under publications are required to submit a request for audit services:

- Please submit the “PA Shipping Point Grading Services Request Form” to request shipping point inspections
Currently the Department is not accepting requests for Market Inspections or Continuous Processing Grading Services. Please contact the USDA Specialty Crops Program, Specialty Crops Inspection Division, directly for these services.

All work order requests must be submitted to the Bureau of Food Safety & Laboratory Services via email, fax 717-787-1873 or mail 2301 N. Cameron St., Room 112 Harrisburg, PA 17110.
Do not contact a PDA Grader or Auditor directly. PDA graders and inspectors are unable to take requests directly for any services being requested. Upon receipt of the request, the status of the applicant’s account will be verified before a work order is assigned to a grader or auditor. No requests will be processed for accounts with past due fees.

USDA Specialty Crop Fee Schedule Effective February 1, 2021
Shipping Point Inspections - $55.00 per hour (4 hour minimum) *Includes travel time.
Shipping Point Inspections Overtime (OT) Rate - $80.00 (OT fees will be assessed before 8:00 AM and after 4:00 PM) *Includes travel time
Shipping Point Mileage- N/A – Effective February 1, 2021 a separate charge for miles will no longer be applicable
Shipping Point Inspections with a contract – Currently not offering service.
Market Inspection- Currently not offering service.
Audits - $115.00 per hour. *Includes travel time.
*Travel time will be billed based off Google Maps. (Cost estimates provided before Audit will include maximum travel times.)
All Audit fees are determined by the USDA Specialty Crops Division and are subject to change.
Fees vary according to services requested and provided. A submitted work order will serve as your agreement to remit payment to the Department within 30 days of receipt of your official billing invoice. Failure to do so may result in suspension of future services or legal fees. Upon receipt of invoices for services rendered, return payment and copy of invoice to:
