Highly Pathogenic Avian Influenza Recovery Reimbursement Grant
The Highly Pathogenic Avian Influenza (HPAI) Recovery Reimbursement Grant program is administered by the Pennsylvania Department of Agriculture to provide reimbursement to farms, integrators, and allied industries directly impacted by HPAI by suffering demonstrable financial losses due to inclusion in a control or quarantine zone.
The HPAI Reimbursement Grant program is comprised of four rounds:
Round one is closed. Round one applications were due by September 10, 2022.
Round two is closed. Round two applications were due by October 8, 2022.
Round three is closed. Round three applications were due by January 15, 2023.
Round four is open. Application period will run from March 1, 2023 - April 30, 2023.
Losses up to $100,000 will be reimbursed at 100 percent. Losses of amounts over $100,000 may be reimbursed on a percentage basis, based on the number of applications received and available funding.
Expense not eligible include losses or costs eligible for or covered by federal funding, insurance, contracts or other funding sources.
Round Four Guidelines
Eligible expenses for poultry farmers (F), poultry integrators (I), and business (B) include:
Loss of income (F, I, B)
Payroll costs, costs related to the continuation of group health care benefits during periods of paidsick, medical or family leave, and health insurance premiums. (I, B)
Mortgage interest payments. (F, B)
Rent payments. (F, B)
Utility payments. (F, B)
Working capital for the purpose of covering costs of re-opening farming operations after being fully orpartially closed due to the state or federally mandated quarantine period. (I)

How to Apply
The application asks for a copy of an IRS Form 1040 for your most recent tax filing year or any related itemized invoices, bills, or receipts, as appropriate to document loss.
Applications for Round Four are open and will close April 30, 2023.
Applications for Round One are closed as of September 10, 2022.
Applications for Round Two are closed as of October 8, 2022.
Applications for Round Three are closed as of January 15, 2023.
