Hemp in Pennsylvania

Through the Act relating to Controlled Plants and Noxious Weeds, Pennsylvania’s USDA-approved Hemp Program issues permits for growing and processing hemp under the PA Hemp General Permit.

For 2021, the Department of Agriculture had issued:

  • 426 hemp growing permits, including 9 research permits, and
  • 64 hemp processing permits, including 2 research permits

The department is committed to continuing to foster the growth of hemp as a profitable, sustainable and in-demand product.

How to Apply for a PA Hemp Permit

Applications for growing, processing and research permits are now being accepted. Growing and Research permit applications will be accepted until April 1st. Processing permit applications will be accepted on an ongoing basis. 

Step 1 – Read PA Hemp General Permit Guidelines (PDF)

Step 2 – Review Application Instructions (PDF) and reference as you complete Step 3.

Step 3 – Complete permit application on PA Plants or complete 2022 Hemp Permit Application & Renewal Form (PDF) or Research Permit Application Form.

​Help Grow PA Hemp – Respond to USDA Hemp Survey!
​The Hemp Acreage and Production survey collects information on the acreage, yield, production, price, and value of hemp in the United States. The Domestic Hemp Production Program established in the Agriculture Improvement Act of 2018 (2018 Farm Bill) allows for the cultivation of hemp under certain conditions. The Hemp Acreage and Production survey will provide needed data about the hemp industry to assist producers, regulatory agencies, state governments, processors, and other key industry entities.
