Since the start of the Industrial Hemp Program in Pennsylvania in 2017, under the authority of Pennsylvania's Industrial Hemp Research Act enacted because of changes made in the 2014 Federal Farm Bill.

In 2018, the Farm Bill allowed hemp to be grown commercially and outside of a research pilot program. Through the Act relating to Controlled Plants and Noxious Weeds Act, Pennsylvania's USDA-approved Hemp Program issues permits under the PA Hemp General Permit.

Hemp was first grown for research in the Commonwealth in 2017 under the authority of Pennsylvania's Industrial Hemp Research Act of Jul. 20, 2016, P.L. 822, No. 92.
